Tutorial Project

1. Start a new page that's '8,8'
2. Color the entire page black
3. Use the Elliptical Marquee tool to make a circle but start a new layer first
4. Make different designs on the page in a bright color.
5. Smudge image in multiple swirled motions
6. Go to LAYER>>>LAYER STYLE>>>OUTER GLOW, set opacity to 100%, Noise to 22% and range to 50%
7.  Go to LAYER>>>LAYER STYLE>>>INNER GLOW, set opacity to 31% and range to 24%
